Vega Model Tweak - SF4 Mod

Tweaked model for Vega. Tweaks mostly include slimming down his physique, making his arms, upper body and lower legs thinner. Other changes include slight modifications to the face (sharper jawline, straighter nose), larger and somewhat differently shaped shoulder pads, baggier trousers and I guess a few other things I probably forgot about.
